Angelia Smith Owens is President of KMSO. She offers over 30 years of experience in the field of public policy and the South Carolina Legislature. Angelia is known for her quick and keen insights into state laws and legislative actions and the people who mold them. With unique experience and relationships built on knowledge and trust, Angelia is a proven problem-solver and strategist. She offers clients her ability to grasp the details and nuances that inevitably impact the outcome of legislative actions.
Angelia served as law clerk and staff attorney to the SC Senate Judiciary Committee for several years. She then joined the staff of Governor David Beasley, and worked for him as an attorney and legislative liaison for four legislative sessions. After leaving the Governor’s Office, Angelia spent a short time with a Charleston law firm before she and her partner, Will McCain, started their own governmental affairs and consulting firm in 1999, McCain & Smith Consulting, LLC. In 2002, the firm added a third partner, Mark Kelley, and became Kelley, McCain & Smith Owens, LLC. Will passed away in 2013 and Mark retired in July of 2018.
Angelia received a B.A. in Political Science and a minor in Psychology from the University of South Carolina. She received her Juris Doctorate from the University of South Carolina School of Law. She lives in Columbia with her husband and daughter.
